The Senate Standing Committee on Human Rights held a meeting today, under the Committee Chairperson Bilawal Bhutto Zardari.
Federal Investigation Authority Director-General Mujeeb ur Rehman informed the committee about the case of journalist Shahzeb Jillani, who was accused of cyber-crimes in April, 2019. DG Mujeeb ur Rehman told the committee that Mualvi Iqbal haider lodged a complaint against Shahzeb, accusing the journalist of defaming state institutes. FIA thoroughly investigated the case and found no evidence against Shahzeb Jillani and sent this case to the court. Court also dismissed the case after hearing.
Committee Chairperson Bilawal Bhutto expressed frustration at FIA for not submitting report on the cyber bill. FIA is bound to submit its report on PECA laws after six months, however FIA failed to submit even a single report in the parliament, he added.
Bilawal Bhutto Zardari further accused FIA of being active only when it came to harassing politicians, journalists, and civil society activists and lamented the state of human rights in Pakistan.
He said PECA law was used to target former PPP Senator Faisal Raza Abidi. He recalled FIA issuing notices to journalists for putting slain Washington Post journalist Jamal Khashoggi’s picture as social media display pictures as another example of FIA’s harassment. This is causing embarrassment to Pakistan on the international front as well, added Bilawal. Our aim is to make PECA laws to protect human rights rather than infringing them, he said.
The Senate Standing Committee on Human Rights was attended by National Assembly member Mehreen Razzaq Bhutto, Shazia Marri, Saif-ur-Rehman, Kishwar Zehra, Shaista Pervez, Zaib Jafferi and Abd-ur-Rehman Kanju.
Speaking to press after the committee meeting, Bilawal Bhutto Zardari said freedom of speech is every person’s right. He said anchors and reporters critical of government’s policies are being fired. Downsizing in media is being done to stifle free speech, he added.

ایف ای اے نے درخواست کا جائزہ لیتے ھوئے شاہ زیب جیلانی کی بھی تحقیقات کی۔
ان کا کہنا تھا کہ الزامات ثابت نہ ہونے پر ایف آئی اے نے یہ معاملہ عدالت کو بھجوا دیا تھا اور عدالت نے بھی سماعت کے بعد یہ درخواست مسترد کر دی
بلاول بھٹو کا کمیٹی اجلاس میں کہنا تھا کہ قانون کے تحت سائبر بل سے متعلق رپورٹ ہر چھے ماہ بعد پارلیمان میں جمع کروانی ہوتی ہے لیکن ایف آئی اے نے آج تک پیکا کے متعلق کوئی رپورٹ جمع نہیں کروائی
ان کا کہنا تھا کہ انسانی حقوق کے معاملے ہم دوسرے ممالک پر زور دے رہے ہیں جبکہ اپنے ہاں سیاستدانوں، صحافیوں، سماجی کارکنوں کو ہراساں کرنے کی بات ہو تو ایف آئی اے فوراٌ حرکت میں آجاتی ہے ۔ فیصل رضا عابدی کو سائبر کرائم قانون کی بنیاد پر نشانہ بنایا گیا۔ سنیئر صحافیوں کوجمال خشوگی کی تصاویر لگانے پرایف آئی اے نے نوٹسسز جاری کیے
لاول بھٹو نے کہا کہ اس قسم کی کارروایوں سے عالمی سطح پر بدنامی ہو رہی ہے۔ بلاول بھٹو کا کہنا تھا کہ ہمیں الیکٹرانک کرائم کے قوانین کو حقوق سلب کرنے کے بجائے حقوق کوتحفظ دینے والے قوانین بنانا ہے۔
اراکین اسمبلی مہرین رزاق بھٹو ،شازیہ مری، سیف الرحمان اور کشور زہرا، شائستہ پرویز، زیب جعفر اور عبالرحمان کانجو نے اجلاس میں شرکت کی۔
کمیٹی اجلاس کے بعد میڈیا سے گفتگو کرتے ہوئے بلاول بھٹو کا کہنا تھا کہ ہرانسان کو آزادی اظہار کا حق ہے،میڈیا کے اداروں میں ڈاؤن سائزنگ کروائی گئی،مختلف بیٹ کے رپورٹرز اور اینکرز نوکری سے نکالے گئے، میڈیا کی ڈاؤن سائزنگ کی وجہ تنقید کرنے والی آوازوں کو دبانا ہے۔
