November 18, 2021 – The Pakistan Electronic Media Regulatory Authority (PEMRA) issued a notification on November 14, prohibiting television channels from airing CCTV footage related to the Noor Mukadam’s case. Quoting the directive issued under section 27 of PEMRA Ordinance, 2002, the notification states that strict action will be taken against media outlets under section 29, 30 and 33 of the PEMRA Ordinance if they fail to follow the regulatory body’s instructions.
The video that was allegedly leaked by the defense legal team in the case, was not only aired on TV news channels but was also circulated excessively amongst masses on social media. The Twitter account managed by the friends and family of Noor Mukadam mentioned in a tweet after the video made it to social media that the judge directed the defense team to not leak the video at all.

The video where the accused Zahir Jaffer is seen forcefully taking Noor from the security guard’s cabin inside the house as she attempted to escape his house is believed to be the last moments of Noor, that the Justice for Noor account describes as “traumatising for her friends and family who have suffered enough.”

Noor Mukadam, the daughter of a former diplomat Shaukat Mukadam, was brutally killed by Zahir Jaffer at his house in sector F-7 in Islamabad on July 21, 2021. According to the investigation, the murderer tortured and beheaded Noor, and later also attacked the team of staff from Therapy Works who came to the crime scene after a phone call was made to them by Zahir Jaffer’s parents.
The case is pending in Islamabad High Court, where the defense legal team has requested the Court to grant them access to the full CCTV footage in a hearing on November 17.
