What NCCIA’s new rules tell us about the investigating agency

The Ministry of Interior and Narcotics Control issued on August 13, 2025 National Cyber Crime Investigations Agency (Functions) Rules, 2025 explaining the overall structure of the authority.

The NCCIA was officially established in April 2025 as an autonomous body dedicated to investigating cyber-related offenses across Pakistan. With its establishment, the cybercrime wing of the Federal Investigation Agency (FIA) was dissolved. All responsibilities related to cybercrime investigations and complaints have been transferred to the NCCIA, and all citizens are now required to contact NCCIA directly for any cybercrime-related issues, Business Recorder reported.

The authority, established under Section 29 (establishment of an investigative agency) of the Pakistan Electronic Crimes Act 2016, has been empowered to inquire, investigate and even prosecute all offences under PECA, as well as related provisions of the Pakistan Penal Code.

The rules state that NCCIA “may seek from or provide assistance to executive authorities” of the Government, including “law enforcement agencies and intelligence agencies”, adding that it “shall perform any other related functions which may be assigned to it by the Federal Government through its Director General”.

The operating wing of the NCCIA has been directed to have the following wings: Cyber Crime Reporting Centres and Public Relation Unit, Anti-Online Chile Abuse Unit, Online Financial Fraud Unit, Special Investigation Unit, Cyber Crime Awareness and Capacity Building and Outreach Unit, International Operation and Liaison Unit, Research and Development Unit, Internal Accountability Unit, NCCIA Academy, Digital Forensic Unit, and Digital Media Unit, as well as accounts and legal wing.

The officers of the NCCIA also have been given the authority to freeze properties of people they are investigating in cybercrime cases. They will be required to seek prior permission from the DG before freezing or de-freezing of assets.

The NCCIA has also been directed to establish its own Internal Accountability Unit for taking action against employees accused of misconduct.
